Rosalind Padilla, President
Senior Project Manager, Kaiser Permanente National Diversity
Rosalind Padilla is responsible for insuring Kaiser Permanente diversity management
visibility to further maximize the company’s leadership position in the marketplace
while ensuring alignment to the Kaiser Permanente brand strategy.
Ms. Padilla has a passion for multicultural marketing and communications and brings
over 15 years of expertise to her position having pioneered cutting-edge marketing and
advertising programs at some of the nation’s top financial institutions.
She earned her MBA in Marketing and Management from The National Hispanic University.
She completed both her undergraduate studies and a post-graduate translation certificate program in
Spanish at UC Santa Barbara including a year of study abroad in Spain.
Roxabeth Frausto, Secretary
Property & Casualty Broker
Roxabeth Frausto is a graduate of the University of California, Berkeley with a B.A. in American Studies,
concentration in “Learning Environments and Reform”, as well as a minor in Spanish Language and Literatures.
Ms. Frausto is also a recipient of the prestigious Incentive Awards Scholarship.
Her experience includes Small Business Entrepreneur and Senior Associate in corporate property &
casualty insurance.
Ms. Frausto has over 15 years experience as a liaison and bilingual
community advocate in various healthcare and educational settings.
She is a Wish Grantor with the Greater Bay Area Make-A-Wish Foundation
whose focus is to enrich the lives of children who are undergoing a life-threatening disease.
Ms. Frausto is a trained Compañeras childbirth coach for Canal Alliance’s Health &
Social Justice program, providing prenatal, childbirth and postpartum home/hospital
support for at-risk mothers at Marin General Hospital.
She sits on the Board of Directors for the Bay Area Leadership Foundation
that provides economically disadvantaged youth support and resources
throughout high school, college and as returning leaders in their community.
She has extensive experience fundraising and supporting various community agencies.
Ms. Frausto has a passion for teaching, coaching and empowering others in their communities.
Having had a breast cancer scare has deepened her connection and sensitivity with Circulo de Vida’s
mission and those we serve.
